It will offer an opportunity to establish a dialogue between donors, NGOs and other humanitarian actors to discuss whether the system is failing to deliver humanitarian assistance in an impartial manner. It will also provide a forum to discuss what measures can be taken in the future to ensure that the needs of these groups are not overlooked both in the current Syria crisis and in future emergencies.
