Carmela Bühler


interim Head of Section Humanitarian Policy and Migration, and Advisor on Women, Peace and Security, Swiss Department of Foreign Affairs

Carmela Bühler is the interim Head of Section Humanitarian Policy and Migration as well as the Advisor on Women, Peace and Security in the Human Security Division of the Swiss Department of Foreign Affairs. In this latter capacity she is responsible for the coordination of the drafting and implementation process of the Swiss National Action Plan to implement UN Security Council Resolution 1325 on Women, Peace and Security.  Prior to joining the Department of Foreign Affairs, Ms Bühler worked for the International Commission against Impunity in Guatemala as well as several UN and OSCE assignments in the Balkans and CIS region. In 2014-2015 she was appointed as a Human Rights and Humanitarian Law expert on the Panel of Experts for the UN Security Council Sanctions Committee on Yemen. Carmela Bühler holds a MA in law (Zürich) and a LL.M. in international criminal law/ public international law (Leiden).
